Should my agency attend the Criminal Intelligence Systems Operating Policies (28 CFR Part 23) training?

Yes!  Any law enforcement agency that is concerned with protecting the constitutional and privacy rights of individuals should attend a Criminal Intelligence Sysytems Operating Policies (28 CFR Part 23) training.  Also, the emphasis on information and intelligence sharing that resulted from the events of September 11, 2001, should make every law enforcement agency want to attend the training.  Those attending the training will learn about the regulation’s parameters regarding the collection, storage, dissemination, and security of criminal intelligence information and how the framework provided in 28 CFR Part 23 assists agencies with tailoring policies and procedures to meet agency needs.  Attendance at the training also offers an opportunity to hear about the various initiatives under way at the national level regarding information and intelligence sharing.  Given the potential for violations of civil liberties and civil liability issues and the intense interest by the public in law enforcement’s information sharing efforts, it is critical for agencies to be well versed concerning privacy and criminal intelligence.  The training provides an environment to have that very important conversation.
