Criminal Intelligence Systems Operating Policies (28 CFR Part 23) Training
This 4-hour course is designed to give you everything you need to know to operate
a law enforcement criminal intelligence system designed to protect the privacy rights
of individuals.
No Tuition or Registration Fee
There is no registration fee. Travel/per diem expenses are the responsibility
of the attendee. These classes are made possible by the U.S. Department of
Justice (DOJ), Bureau of Justice Assistance (BJA), through funding to the
Institute for Intergovernmental Research (IIR).

Should my agency attend the 28 CFR Part 23 training?
Yes! Any law enforcement agency that is concerned with protecting
the constitutional and privacy rights of individuals should attend a 28 CFR Part
23 training. Also, the emphasis on information and intelligence sharing that
resulted from the events of September 11, 2001, should make every law enforcement
agency want to attend the training. Those attending the training will learn about
the regulation’s parameters regarding the collection, storage, dissemination,
and security of criminal intelligence information and how the framework provided
in 28 CFR Part 23 assists agencies with tailoring policies and procedures to meet
agency needs. Attendance at the training also offers an opportunity to hear about
the various initiatives under way at the national level regarding information and
intelligence sharing. Given the potential for violations of civil liberties and
civil liability issues and the intense interest by the public in law enforcement’s
information sharing efforts, it is critical for agencies to be well versed concerning
privacy and criminal intelligence. The training provides an environment to have
that very important conversation.
