Information Sharing Initiatives

A critical component of safeguarding our communities and our country is the timely sharing of information among law enforcement and public safety entities.  IIR continues to be at the forefront, supporting the criminal justice community in its efforts to enhance information sharing efforts among all levels of government while ensuring that citizens’ privacy, civil rights, and civil liberties are protected. IIR is integrally involved in federal, state, and local agencies’ efforts to organize and support fusion center operations and suspicious activity reporting criteria and platforms.

   IIR supports information sharing programs by:

• Communicating and coordinating with federal and other partners.
• Coordinating hundreds of meetings, workshops, focus groups, and national conferences.
• Developing and distributing educational and informational materials to thousands of law enforcement, homeland security, and public safety officials.
• Developing and implementing nationwide policy.
• Educating criminal justice entities and building trusted relationships.
• Educating law enforcement and public safety entities on developing and integrating privacy policies into operations.
• Identifying information sharing gaps and recommending alternatives.
• Maintaining information sharing Web sites.
• Providing support in integrating policy, procedures, and guidelines.
• Providing technical assistance for information sharing standards, such as XML and NIEM.
• Providing data collection, analysis, and program evaluation services.
• Offering legal assistance and providing templates, instructions, and other supporting materials.

   National Information Sharing Initiatives

	Criminal Intelligence Coordinating Council (CICC) The Criminal Intelligence Coordinating Council (CICC), whose members represent law enforcement and homeland security agencies from all levels of government, is an advocate for state, local, and tribal law enforcement and their efforts to develop and share criminal intelligence for the purpose of promoting public safety and securing the nation. The research arm of the CICC is the Global Intelligence Working Group (GIWG).
	DHS/DOJ Fusion Process Technical Assistance Program and Services The U.S. Department of Homeland Security (DHS) and the U.S. Department of Justice (DOJ) have partnered to offer a series of fusion center technical assistance services. These services have been developed based on the input and guidance of the Global Justice Information Sharing Initiative, the Global Intelligence Working Group, and the Criminal Intelligence Coordinating Council and are delivered by a group of subject-matter experts with experience in the development and operation of fusion centers.
	Global Justice Information Sharing Initiative (Global) The U.S. Department of Justice’s Global Initiative was created to support the broadscale exchange of pertinent justice and public safety information. It promotes standards-based electronic information exchange to provide the justice community with timely, accurate, complete, and accessible information in a secure and trusted environment.
	Information Sharing Environment (ISE) Project and Privacy Guidelines Support The project provides analysts, operators, and investigators with integrated and synthesized information on terrorism, weapons of mass destruction, and homeland security information that is needed to enhance national security and help keep our people safe.
	Justice Information Sharing Web Site (it.ojp.gov) This Web site is a comprehensive information sharing resource for justice practitioners at all levels of government, providing timely and useful information on justice integration and relevant technological developments.
	National Criminal Intelligence Resource Center (NCIRC) The National Criminal Intelligence Resource Center (NCIRC) provides criminal justice professionals with a multitude of resources for law enforcement operations available through both the public and secure NCIRC Web sites.
	National Information Exchange Model (NIEM) NIEM is a federal, state, local, and tribal interagency initiative providing a foundation for seamless information exchange.  It leverages data exchange standards to facilitate timely, secure information sharing across the entire justice, public safety, emergency and disaster management, intelligence, and homeland security enterprise.
	The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) builds on what law enforcement and other agencies have been doing for years—gathering information regarding behaviors and incidents associated with criminal activity—and establishes a standardized process whereby SAR information can be shared among agencies to help detect and prevent terrorism-related criminal activity.

   Information Sharing Systems

Regional Information Sharing Systems® (RISS) A proven resource for law enforcement, RISS is a nationwide information sharing and investigative support program serving thousands of local, state, federal, and tribal law enforcement and public safety agencies. Through its six regional centers, RISS provides secure information sharing capabilities as well as professional, innovative, and critical investigative support services. RISS acts as a force multiplier, effectively and efficiently aiding agencies in tackling crime problems while enhancing officer safety.

   Support Services

National White Collar Crime Center (NW3C) The National White Collar Crime Center (NW3C) provides support services to state and local law enforcement for the prevention, investigation, and prosecution of high-tech and economic crime.

   Sex Offender Management

	Dru Sjodin National Sex Offender Public Website (NSOPW) The Dru Sjodin National Sex Offender Public Website (NSOPW) provides real-time access to public state and territory sex offender registries utilizing a single interface.
	Sex Offender Registry Tool (SORT) The Sex Offender Registry Tool (SORT) application provides an efficient and effective process for the management of sex offender data through the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking. At no cost to states, this tool assists with Supplemental Guidelines for Sex Offender Registration and Notification registry system requirements of the Adam Walsh Act.
	Sex Offender Registration and Notification Act (SORNA) Exchange Portal This act facilitates the process by which jurisdictions share information about sex offenders who are relocating into another jurisdiction or are required to register in more than one jurisdiction.
	Tribe and Territory Sex Offender Registry System (TTSORS) The Tribe and Territory Sex Offender Registry System (TTSORS) assists tribes and territories in compiling Supplemental Guidelines for Sex Offender Registration and Notification Act requirements. Tribes and territories can manage a customizable public Web site and a private administrative Web site for organizing sex offender information.
