The implementation manual, Planning for Implementation, provides a guide to development of an implementation plan. It provides a process for developing a plan to implement the Office of Juvenile Justice and Delinquency Prevention Comprehensive Gang Model, including worksheets that facilitate that process. It also describes the work of an Intervention Team, including street outreach workers’ roles. The manual also offers examples of individual agencies’ activities and core criteria for each of the Model’s five strategies. For convenience, individual chapters or the entire document can be downloaded.

The OJJDP Comprehensive Gang Model
Describes the Model’s five core strategies and the program development process. -
The Steering Committee
Discusses the role, expectations, and responsibilities of the Steering Committee. It also provides the key principles that guide development of an effective anti-gang strategy. -
Understanding the Data
Presents questions to assist the Steering Committee in discussions of the data in the Assessment Report and their implications for development of the Implementation Plan. -
Criteria for Model Strategies
Describes the core criteria for the Model’s five strategies and sets the stage for implementing the Model. These criteria must be adhered to in order for the Model to be fully implemented. -
Developing an Implementation Plan
Guides the Steering Committee through the process of developing an Implementation Plan. Worksheets are provided to facilitate the organization of the information and plan development. -
